It is under the administration of the Sanmenxia city. ==Geography== Due to elevation, Lushi County, unlike much of the rest of western Henan, lies in the transition between a humid subtropical and humid continental climate (Köppen ''Cwa'' and ''Dwa'', respectively), with strong monsoonal influences and four distinct seasons. Summers are hot and humid (but significantly cooler than the rest of the province), while winters are cold and very dry. The monthly 24-hour average temperature ranges from in January to in July, while the annual mean is . More than three-fifths of the annual precipitation of occurs from June to August.
